Guidelines for Posting Informational Items

Intent


The intent of these regulations is to help assure the consistent and efficient use of public notification tools in the Capitol Complex. Our goal is not to prohibit use, but to preserve areas for proper use by everyone.

Procedures

Individuals or agencies posting signs not in accordance with this policy will be given notice to remove unapproved materials within 24 hours.

The Department of Administration, Facilities Services, reserves the right to remove any signs it deems to be contrary to the purpose and intent of this policy, as stated in Section I of this document.

Definitions

"Agency space" mean an area located within an office or offices occupied and controlled by a specific agency.

"Bulletin board" means one of several wood-framed cork-boards located thoughout the Capitol Complex and designed for the placement of signs.

"Capitol Complex" means the Idaho State Capitol Building, etc…

"Common area" means any space not specifically assigned to a particular agency, or which is common to more than one agency, including lobbies and hallways, and which is accessible to the general public.

"Employee classified-style advertisement" means a sign advertising an item for sale privately by a State employee.

"Employee only area" means an area that is accessible to State employees, but is not accessible to the general public, including the underground pedestrian tunnel.

"Official state business sign" means a sign communicating a message pertaining to official State business, and designed to communicate either to the general public or to other State agencies or employees.

"Sign" or "signage" means any flyer, poster, banner, handbill, sticker, flag, placard or other printed material displayed to advertise, identify, or convey information.

"State agency sale sign" means a sign advertising a sale or fundraiser sponsored and organized by a State agency with the intent of raising funds for the express use of that agency.

Appropriate Signs

Communicate a message pertaining to official State business, and are designed to communicate either to the general public or to other State agencies or employees ("official state business sign"); or

Advertise a sale or fundraiser sponsored and organized by a State agency with the intent of raising funds for the express use of that agency ("state agency sale sign"); or

Advertise an item for sale privately by a State employee ("employee classified-style advertisement").

Inappropriate Signs

Pertain to commercial solicitations or sales by an external vendor; or

Display a message that is directly or indirectly racist, derogatory, or otherwise offensive; or

Advertise entertainment events, for profit or otherwise.

Sign Requirements

Signs can be no larger than 187 square inches (the equivalent of 11"x17"); and

Contain the name and phone number of the State agency (department and division or agency as applicable) sponsoring or organizing the event.

Sign Placement and Locations

Official state business signs may be posted on bulletin boards in common areas, or in employee only areas.

State agency sale signs and employee classified-style advertisements may be posted in employee-only areas, but may not be posted in common areas.

Signs posted on bulletin boards must be posted in such a way that the entire sign fits inside the bounds of the board. No part of the sign may extend beyond the edge of the board.

Pushpins, staples, or map pins should be used to avoid possible puncture of wheelchair tires. Thumbtacks, staple guns, tape, and glue are prohibited.

No postings are permitted on walls, windows, doors, trash dispensers, or light fixtures, or in stairwells, restrooms, or elevators.

Bulletin boards or other similar devices located in spaces occupied and controlled by a specific agency may be used only with the permission of that agency, and are subject to regulations administered by that agency.

Only one sign of a particular announcement may be posted on an individual bulletin board/posting area.

Signs advertising an event may be posted no earlier than seven business days prior to the start of the event they advertise.

Signs must be removed by 5:00 pm on the business day after the last day of the event they advertise. Signs advertising an ongoing service with no specific end date must be removed after two weeks.

In the event that a sign is placed covering another sign, both signs will be removed.
